APPLICATION DEADLINE - JULY 31, 2024

Membership Eligibility (applicant must be one of the following) -

  • Active Full-time employees of the State of New Jersey who are paid through the Department of Treasury's Centralized Payroll. ("Active Employee")
  • Those retired from full time employment from the State of New Jersey for a minimum of 180 days (6 months). Under no circumstances can this application be submitted until the full 180 days has passed. ("TES - Retiree")
  • Temporary Employment Service (TES) on-call individuals who have been hired by NJDOT, including those employed with State Universities or other State programs but NOT PAID through Department of Treasury's Centralized Payroll. ("TES - On Call")

Preparation -

  • A VALID EMAIL is required for submission.
  • Include "@dot.nj.gov" and "njdot.prod@simpligov.com" in your email safe list settings.
  • Have all required attachments (drivers license, insurance declaration page if applicable, etc.) prepared and available for upload. PDF format preferred.  NOTE: If applying as a Representative, the insurance declaration page showing the policy period, coverage limits, and covered drivers is required. The Insurance Identification Card IS NOT adequate documentation as it does not provide the required information.

Completing -

  • Read all instructions for each section, before completing that section.
  • Be thorough and fill out as much as possible.
  • Fields denoted by red asterisk (*) MUST BE completed.
  • Applications may be preserved  for later completion, WITHOUT submission, by using the "Save WITHOUT Submitting" button. A link to reopen the application will be emailed to you.
  • Use the "Select files..." button to upload required attachments to the application.
  • IMPORTANT - The WOST Member Agreement is customized to the selections made within the application. Make sure to thoroughly read it, before signing and submitting.

Submitting -

  • When application is complete, use the "SUBMIT" button to send it to NJDOT.  (SAVE button WILL NOT send application.)
  • Successful transmission of application will result with an acknowledgement on screen that includes your application's identification information.
  • If a submission acknowledgement does not display, your application is missing required information. Look back for fields denoted by red asterisk (*).

After Submitting / Resubmitting -

  • The NJDOT Winter Operations Department will review your application. You will receive emails about the status of your application.  Please check your email regularly for any updates.

REQUIREMENTS

Truck Drivers (Active, Retiree and On-Call)

  • Minimum Class B Commercial Driver's License (CDL) with Airbrake Endorsement (Must include front and back copy of CDL for application to be accepted.)
  • Required to complete a pre-season drug/alcohol screening on site at a NJDOT facility on one of the dates listed in the "Drug Testing" section of this application.  In addition, all CDL holders are subject to random testing during the winter season.
    WARNING!  Failure to be tested may result in removal from the WOST program.
    WARNING!  A positive drug/alcohol test outcome will result in removal from the WOST program.
  • Commitment as a driver/operator requires snow operations training.

Snow Representatives (Active, Retiree and On-Call)

  • Valid driver's license (DL) (Must provide copy of DL for application to be accepted.)
  • Must possess minimum personal liability coverage in the amounts of twenty-five thousand dollars ($25,000.00) for each person, fifty thousand dollars ($50,000.00) for each accident, and ten thousand dollars ($10,000.00) for property damage for each accident. (Must provide proof of your insurance policy and declaration page with application to be accepted.)
  • All Snow Representatives using personal vehicle are responsible to determine and abide by the rules of your individual insurance company regarding use of the vehicle for Snow Representative work.
  • Mandatory Snow Representative training is required for NEW Snow Representatives. RETURNING Snow Representatives may be required to attend training based on Crew Supervisor's evaluation from previous season.

NOTE - The NJDOT will not compensate WOST members for training or drug/alcohol testing.
 

DESCRIPTION OF ACTIVITIES

Truck Drivers (Winter Weather Events)

  • Drives/operates equipment for spreading anti-icing materials and/or plowing snow on state highways and related duties.
Truck Drivers (Non-Winter Weather Events - ex. Hurricanes, Tropical storms)
  • Drives/operates equipment related to all maintenance activities used in emergent event. Operates various hand and power tools as needed.

Snow Representatives (Winter Weather Events Only)

  • Oversees one or more contractor(s) during winter storms; acts as extension of the crew shift supervisor. Monitors contractor activity, prepares reports, completes all documentation at end of shift for submissions to supervisor.

Important Notes - CDL Training Program

  • If interested in CDL training, please read the following:

In consideration for the CDL training expenses paid for by the New Jersey Department of Transportation (NJDOT) and in accordance with its policy and procedures; I agree to participate in the NJDOT winter operations support team program for at least one year after obtaining my CDL (this amount may vary by region but is apporximately $1000.00). Costs of the CDL may be waived at the discretion of the NJDOT based on circumstances which management recognizes as compelling (illness, relocation of spouse, military obligations, etc.).

CDL training is only offered if there is a need in the area selected. Not all applicants who apply will be accepted into the program.


Snow Representative - Vehicle Information

Important Notes -

  • NJDOT does not provide vehicles for this position.
  • Commuting to assigned snow section is not eligible for travel reimbursement.
  • Your application will not be considered complete until your respective WOST coordinator has received the following:
  1. Proof of valid driver's license -  required for both State and Personal vehicles (to attach, see "Personal" tab)
  2. Face sheet of insurance policy (i.e. Declarations Page)* - required only if you are using your personal vehicle.

2024-2025 WOST DRUG TESTING SCHEDULE

 

CURRENT STATE OF NEW JERSEY EMPLOYEES:

If you are not enrolled in a program to be randomly tested as part of your full-time State job title/assignment with the Department of Transportation (i.e. Electrical Mechanics, Bridge Operators, Sign Shop employees* See Note Below), you must select and attend one of the arranged pre-season testing dates below if you wish to participate in the program for the 2024/2025 season.   All State Employees employed by an Agency other than NJDOT must attend one of the pre-season testing dates.   There will be NO arrangements made for private facility testing if you do not make one of these dates.   Please indicate the date you will attend on your application. 

*Note:  for those DOT employees who are in a random test pool for their regular job, please select DOT RANDOM POOL on Drug Testing drop down on the application form.

 

STATE RETIREES AND ON-CALL DRIVERS:

If you are a state retiree or an on-call driver (TES employee), you can only attend one of the drug testing dates in September (indicated as TES drug test), you cannot be tested in August.

 

ALL DRIVER APPLICANTS (Current State Employee, Retirees & On Call) - Please understand that it is your responsibility to mark the date on your calendar and attend as scheduled.  You will not receive a reminder prior to the testing date. Be advised that you MUST bring your valid CDL Driver’s license to the drug screen, you will not be tested without it.

You must further understand that you will be required to take other random drug screens whenever the area you are assigned are screened through April 30, 2025.  If you do not respond when contacted for random testing, you may be removed from the program until you are tested.

This notice provides important information regarding the use of Cannabidiol (CBD) and hemp-derived products and additionally serves as a reminder to all safety-sensitive employees that cannabis use is prohibited.

 

All safety sensitive employees, including those required to possess a Commercial Driver’s License (CDL), are subject to drug and alcohol testing which includes testing for cannabis, in accordance with Federal rules and regulations.  Any product, including CBD or hemp-derived products, containing a concentration of more than 0.3% of tetrahydrocannabinol (THC) is classified as cannabis.

It is important to understand the following information regarding CBD or hemp-derived products:

  • The Food and Drug Administration (FDA) does not certify the levels of THC in CBD or hemp-derived products.  Based on this information, some product labels may be misleading or incorrect. 
  • CBD use is not a valid medical explanation for cannabis-confirmed positive test results.  Therefore, such confirmed positive results will result in administrative action in accordance with NJDOT policy.

As a reminder, please make note of the following information:

  • Individual state laws permitting the use of “recreational” or “medical” cannabis have no bearing on Federal rules and regulations governing safety-sensitive employees.  The use of cannabis for any reason remains prohibited for all safety-sensitive employees.
  • Use of “recreational” or “medical” cannabis in a state where it is considered legal to do so is not a valid medical explanation for cannabis-confirmed positive test results.  Therefore, such confirmed positive results will result in administrative action in accordance with NJDOT policy.

It is the responsibility of all Department employees to ensure your own safety, as well as that of your colleagues and the public, by adhering to Federal rules and regulations and NJDOT policy.

NJDOT WINTER OPERATIONS MEMBER AGREEMENT

NOTE.  For the context of this agreement, the New Jersey Department of Transportation will be referred as "NJDOT", and the Winter Operations Support Team, will be referred as "WOST".

I understand, as an active State employee, it is my responsibility to ensure that I am working within the rules, regulations or guidelines that my department or agency has set forth to allow me to also support the NJDOT in this effort.

I understand, I cannot work or enter into an agreement to work for 180 days (6 months) after my retirement date, and that it is my responsibility to notify my NJDOT representative of my retirement.

I understand, as a Temporary Employment Services (TES) employee, I must follow all rules, regulations and guidelines set forth by NJDOT.

I understand, TES Employees (Retirees and On-Call Members) are limited to forty (40) hours per week. Any TES employee who works over forty (40) hours in one week will be ineligible for future work for the remainder of the snow season.  The week begins at 12 a.m. Saturday and ends at 11:59 the following Friday.

I understand, my commitment to this team obligates me to complete required training and drug testing, as described below and shown in the "DRUG TESTING" section of this application. The NJDOT will not compensate WOST members for said training or drug/alcohol testing.

I understand, as a Snow Representative, the use of a personal vehicle requires I determine and abide by the rules of my individual insurance company regarding use of the vehicle for Snow Representative work.  Alternatively, the use of a state vehicle requires I ensure that I have my agency's approval to use the vehicle for this purpose.

I understand, if I am a NEW Snow Representative, I am required to complete MANDATORY Snow Representative training. If I am a RETURNING Snow Representative I may be required to attend training based on my Crew Supervisor's evaluation from my previous season.

I understand, as a Snow Representative, I will not be eligible for mileage reimbursement for commuting to my assigned snow section.

I understand, as a Truck Driver, in consideration for the CDL road training expenses paid for by the New Jersey Department of Transportation (NJDOT) and in accordance with its policy and procedures; I agree to participate in the NJDOT winter operations support team program for at least one year after obtaining my CDL (this amount may vary by region but is apporximately $1000.00). Costs of the CDL may be waived at the discretion of the NJDOT based on circumstances which management recognizes as compelling (illness, relocation of spouse, military obligations, etc.).

I understand, as a Truck Driver, I am required to complete a mandatory pre-season drug/alcohol screening on site at a NJDOT facility on one of the dates listed in the "DRUG TESTING" section of this application.  Additionally, all CDL holders are also subject to random mid-season drug/alcohol testing.  If my assigned crew has been selected for random testing, then I must also be tested.  CDL holders will be contacted to attend the random testing at the yard of their assigned crew.  If I am unable to attend random testing at the yard location, I will be contacted to attend random testing at an approved facility.  A scheduled random test at an approved facility must be completed within 32 hours of contact.  Failure to complete the random test within this time frame may result in removal from the Winter Operations Support Team.

If I receive a positive drug/alcohol test result, I understand I will be removed from the WOST program.

I understand, I may be summoned to report for duty for the NJDOT during nights, weekends, and/or holidays as needed. I also understand that in the event of an official State of New Jersey emergency closing due to an emergent event, I am expected to fulfill my commitment to the NJDOT's WOST program and report for duty when called upon, failure to do so may be considered as a non-response to a snow call. It is mandatory that NJDOT's WOST members remain on the job with the maintenance crew in event of an emergency closing, unless he/she is an essential employee in his/her regular work assignment and is required to report for duty. If I am a state employee when working for the NJDOT during an official emergency closing, I will receive my normal rate of pay during my normal work hours and will receive the emergency rates listed herein during those hours worked outside of my normal work hours.

I understand, by becoming a WOST member for the NJDOT, I become an integral part of the Department’s plan for keeping the roadways of New Jersey safe during emergent events. Therefore, if for any reason I feel I cannot fulfill this obligation, I will contact my NJDOT representative and request that this agreement be voided. I understand that it is my responsibility to submit accurate timesheets for the periods worked for the NJDOT in a timely manner (within two weeks from the pay period closing date in which I worked) so that I may be compensated for the work performed. Also, if I am claiming mileage incurred working as a snow representative, it is my responsibility to submit accurate travel expense vouchers for mileage within each month to my Crew Supervisor by the 5th day of the following month.

I understand, by becoming a WOST member for the NJDOT, I am expected to perform the activity selected on the "Membership" tab, in exchange for the rate of pay associated with that activity, when called upon for a winter weather or other event. I understand that I will be scheduled to work on one of two twelve hour shifts that run from 1200hrs and 2400hrs. I will also be subject to a recall if the winter weather emergency or other emergency extends over multiple days. I also understand that if I am unable to be contacted to report for duty or otherwise unavailable on three (3) separate occasions unrelated to my regular work duties, I may be removed from the program at the discretion of the NJDOT.

I understand, my signature is a declaration that I AGREE to abide by the rules and regulations set forth in the context of this AGREEMENT; and that I CONFIRM the information I provided within this application is TRUE and COMPLETE to the best of my knowledge,
