PLEASE READ all the following about our submission process before continuing with your application.

APPLICATION DEADLINE - JULY 31, 2025

Membership Eligibility (applicant must be one of the following) -

  • Active Full-time employees, below Range 32, of the State of New Jersey who are paid through the Department of Treasury's Centralized Payroll. ("Active Employee")  In accordance with Title 4A, Range 32 and above employees are ineligible for overtime compensation.
  • Those retired from full time employment from the State of New Jersey for a minimum of 180 days (6 months). Under no circumstances can this application be submitted until the full 180 days has passed. ("TES - Retiree")
  • Temporary Employment Service (TES) on-call individuals who have been hired by NJDOT, including those employed with State Universities or other State programs but NOT PAID through Department of Treasury's Centralized Payroll. ("TES - On Call")

Preparation -

  • A VALID EMAIL is required for submission.
  • Include "@dot.nj.gov" and "njdot.prod@simpligov.com" in your email safe list settings.
  • Have all required attachments (drivers license, insurance declaration page if applicable, etc.) prepared and available for upload. PDF format preferred.  NOTE: If applying as a Representative, the insurance declaration page showing the policy period, coverage limits, and covered drivers is required. The Insurance Identification Card IS NOT adequate documentation as it does not provide the required information.

Completing -

  • Read all instructions for each section, before completing that section.
  • Be thorough and fill out as much as possible.
  • Fields denoted by red asterisk (*) MUST BE completed.
  • Applications may be preserved  for later completion, WITHOUT submission, by using the "Save WITHOUT Submitting" button. A link to reopen the application will be emailed to you.
  • Use the "Select files..." button to upload required attachments to the application.
  • IMPORTANT - The WOST Member Agreement is customized to the selections made within the application. Make sure to thoroughly read it, before signing and submitting.

Submitting -

  • When application is complete, use the "SUBMIT" button to send it to NJDOT.  (SAVE button WILL NOT send application.)
  • Successful transmission of application will result with an acknowledgement on screen that includes your application's identification information.
  • If a submission acknowledgement does not display, your application is missing required information. Look back for fields denoted by red asterisk (*).

After Submitting / Resubmitting -

  • The NJDOT Facilities and Support Services will review your application. You will receive emails about the status of your application.  Please check your email regularly for any updates.

DESCRIPTION OF ACTIVITIES

Non-Drivers

  • Duties may include operating a side walk tractor, walk-behind spreader, snow shovel, ice breaker, Maintain entrances, exits and walkways, service CREOC with cleaning and trash removal, maintain cleaning and stocking of restrooms in the assigned facility, maintain clearance of doorways, garage doors and bus stops, as well as fuel equipment as needed. Wash and rinse equipment after use, make small repairs and grease equipment. Operate various hand and power tools as needed.

Drivers

  • Drives/Operates equipment for plowing snow and/or spreading anti-icing materials with utility truck or frontend loader on state property. Duties may also include operating a side walk tractor, walk-behind spreader, snow shovel, ice breaker. Maintain entrances, exits and walkways, service CREOC with cleaning and trash removal, maintain cleaning and stocking of restrooms in the assigned facility, maintain clearance of doorways, garage doors and bus stops, as well as fuel vehicles and equipment as needed, wash and rinse equipment after use, amke small repairs and grease equipment. Operate various hand and power tools as needed.

PAY RATES

ACTIVE STATE Employees (refer to Page 2 for Rate Information During Emergency Closings)
Drivers
  • Code rate E for winter weather events (October 1 to April 30)
  • Code rate 5 for non-winter events
Non-Drivers
  • Code Rate E for winter weather events (October 1 to April 30)
TES Employees
(Retiree and On-Call Members)
  • 48.00 per hour regardless of function being perform

  • The work week begins at 12 a.m. Saturday and ends at 11:59 the following Friday.
Facilities Position NOTE! Not a Highway Crew position.

NOTE.  We will attempt to accommodate location choices whenever possible, however, it cannot be guaranteed as assignments are primarily determined by operational needs.

This notice provides important information regarding the use of Cannabidiol (CBD) and hemp-derived products and additionally serves as a reminder to all safety-sensitive employees that cannabis use is prohibited.

 

All safety sensitive employees, including those required to possess a Commercial Driver’s License (CDL), are subject to drug and alcohol testing which includes testing for cannabis, in accordance with Federal rules and regulations.  Any product, including CBD or hemp-derived products, containing a concentration of more than 0.3% of tetrahydrocannabinol (THC) is classified as cannabis.

It is important to understand the following information regarding CBD or hemp-derived products:

  • The Food and Drug Administration (FDA) does not certify the levels of THC in CBD or hemp-derived products.  Based on this information, some product labels may be misleading or incorrect. 
  • CBD use is not a valid medical explanation for cannabis-confirmed positive test results.  Therefore, such confirmed positive results will result in administrative action in accordance with NJDOT policy.

As a reminder, please make note of the following information:

  • Individual state laws permitting the use of “recreational” or “medical” cannabis have no bearing on Federal rules and regulations governing safety-sensitive employees.  The use of cannabis for any reason remains prohibited for all safety-sensitive employees.
  • Use of “recreational” or “medical” cannabis in a state where it is considered legal to do so is not a valid medical explanation for cannabis-confirmed positive test results.  Therefore, such confirmed positive results will result in administrative action in accordance with NJDOT policy.

It is the responsibility of all Department employees to ensure your own safety, as well as that of your colleagues and the public, by adhering to Federal rules and regulations and NJDOT policy.

NJDOT WINTER OPERATIONS MEMBER AGREEMENT

NOTE.  For the context of this agreement, the New Jersey Department of Transportation will be referred as "NJDOT", and the Winter Operations Support Team, will be referred as "WOST".

I understand, as an active State employee, it is my responsibility to ensure that I am working within the rules, regulations or guidelines that my department or agency has set forth to allow me to also support the NJDOT in this effort.

I understand, I cannot work or enter into an agreement to work for 180 days (6 months) after my retirement date, and that it is my responsibility to notify my NJDOT representative of my retirement.

I understand, as a Temporary Employment Services (TES) employee, I must follow all rules, regulations and guidelines set forth by NJDOT.

I understand, TES Employees (Retirees and On-Call Members) are limited to forty (40) hours per week. Any TES employee who works over forty (40) hours in one week will be ineligible for future work for the remainder of the snow season.  The week begins at 12 a.m. Saturday and ends at 11:59 the following Friday.

I understand, I may be summoned to report for duty for the NJDOT during nights, weekends, and/or holidays as needed. I also understand that in the event of an official State of New Jersey emergency closing due to an emergent event, I am expected to fulfill my commitment to the NJDOT's WOST program and report for duty when called upon, failure to do so may be considered as a non-response to a snow call. It is mandatory that NJDOT's WOST members remain on the job with the maintenance crew in event of an emergency closing, unless he/she is an essential employee in his/her regular work assignment and is required to report for duty. If I am a state employee when working for the NJDOT during an official emergency closing, I will receive my normal rate of pay during my normal work hours and will receive the emergency rates listed herein during those hours worked outside of my normal work hours.

I understand, by becoming a WOST member for the NJDOT, I become an integral part of the Department’s plan for keeping the roadways of New Jersey safe during emergent events. Therefore, if for any reason I feel I cannot fulfill this obligation, I will contact my NJDOT representative and request that this agreement be voided. I understand that it is my responsibility to submit accurate timesheets for the periods worked for the NJDOT in a timely manner (within two weeks from the pay period closing date in which I worked) so that I may be compensated for the work performed. Also, if I am claiming mileage incurred working as a snow representative, it is my responsibility to submit accurate travel expense vouchers for mileage within each month to my Crew Supervisor by the 5th day of the following month.

I understand, by becoming a WOST member for the NJDOT, I am expected to perform the activity selected on the "Membership" tab, in exchange for the rate of pay associated with that activity, when called upon for a winter weather or other event. I understand that I will be scheduled to work on one of two twelve hour shifts that run from 1200hrs and 2400hrs. I will also be subject to a recall if the winter weather emergency or other emergency extends over multiple days. I also understand that if I am unable to be contacted to report for duty or otherwise unavailable on three (3) separate occasions unrelated to my regular work duties, I may be removed from the program at the discretion of the NJDOT.

I understand, my signature is a declaration that I AGREE to abide by the rules and regulations set forth in the context of this AGREEMENT; and that I CONFIRM the information I provided within this application is TRUE and COMPLETE to the best of my knowledge,
